Sílvia Viegas authors a chapter in a new international book on refugee housing in Europe


The international publisher Edward Elgar Publishing has just released Refugee Housing in Europe. Challenges and Opportunities in Multi-Dimensional Governance, a landmark volume offering an interdisciplinary analysis of the challenges and opportunities associated with refugee housing across different European countries.

The publication includes a contribution by Sílvia Leiria Viegas, a researcher at CIAC, who co-authors Chapter 9, entitled “Forced migrants, refugees and housing in Portugal: public policies and everyday practices”, together with Cristina Santinho. The chapter focuses on the Portuguese context, examining public housing policies aimed at forced migrants and refugees, as well as the everyday practices that shape their integration pathways.

Edited by Daniel Rauhut (Centre for Geographical Studies, University of Lisbon) and Marika Gruber (Carinthia University of Applied Sciences, Austria), the book brings together contributions from researchers based in several European countries, seeking to bridge the existing gap between studies on immigrant integration and the specific issue of refugee housing. The volume explores different models of organisation, funding, policy and administration within multi-level governance systems.

The book also addresses the impact of the significant increase in housing demand following critical moments such as the 2015 refugee crisis and the Russian invasion of Ukraine in 2022. Contributors assess the effectiveness of New Public Management and multidimensional governance models, highlighting housing as a fundamental human need, but also as an economic asset and a key indicator of successful integration processes.

Refugee Housing in Europe is an essential resource for researchers and students in the social sciences, as well as for policymakers, practitioners and professionals involved in European public administration at different levels of governance.
